Pollution Licence

• A legal document authorizing a facility or activity to emit pollutants into the environment.
• Issued by State/Central Pollution Control Board after assessment.

Types of Consent

• CTO (Consent to Operate): Required for factories to operate, issued by State Pollution Control Board.
• CTE (Consent to Establish): Required for establishing a factory, issued by State/Central Pollution Control Board.

The following industries require Consent to Establish CTE AND CTO

• Manufacturing: Industries such as textiles, chemicals, and pharmaceuticals.
• Mining: Mining industries, including coal, iron ore, and other minerals.
• Energy: Power plants, including thermal, solar, and wind energy.
• Waste Management: Industries involved in waste collection, treatment, and disposal.

These industries have a significant environmental impact and require CTE and CTO to ensure compliance with environmental regulations and to minimize their environmental footprint.

Category of Pollution Certificate

• Red Category: Pollution Index Score of 60 and above.
• Orange Category: Pollution Index Score of 41-59.
• Green Category: Pollution Index Score of 21-40.
• White Category: Pollution Index Score of 20 or below.

Pollution Index Score based on emissions, effluents, hazardous waste generation, and resource consumption.

White Category Exemptions Exempt from needing prior permission for CTE and CTO from State Pollution Control Boards
